Sadun Engin: Good evening dear viewers. Tonight we have highly esteemed guests from Israel with us here in our studio. We are starting our program by introducing them to you, insha'Allah (God willing). Rabbi Yakov Margi, member of the Israeli Parliament. He is the former Minister of Religious Affairs of Israel. He is currently serving as the general director of Shas Party since 2001. Next, Mr. Muhammad Adnan Hussein, the Chairman of the Future Syrian Revolutionary Assembly, he is the representative of more than 300 revolutionary leaders of the political and military opposition to the Assad regime. Also with us is Mr. Mendi Safadi of Israeli Likud party. He is a Druze and he is conducting the relations of the Israeli government specifically with the Syrian dissidents. Please, you continue, Teacher.

Adnan Oktar: Welcome all of you, you have honored us, you have brought us grace. We are very pleased with your visit. Insha'Allah, the period that we are living in is the one where the whole world will become brothers, that peace will prevail and that the persecutors will lose their influence. This is the time that all anarchy, terror and wars will come to an end. We are in an age that love, respect, goodness, beauty, abundance, modernity, science, democracy will prevail.

Israel will enjoy the utmost freedom in the region. The lands of Israel belong to you. This is what God says according to the Qur'an. You will live in those lands and you will die in those lands. That is the command of the Qur'an, that is the command of God. Those are the lands of your ancestors. That is why those who claim the opposite have no Qura'nic or rational proof to make such a claim.

Whether in Palestine, in Israel or in Egypt, the winds of peace will blow everywhere. Armenia, Turkey, Egypt, Israel, they will altogether live in unity and solidarity as brothers.

Yakov Margi: Insha'Allah.

Adnan Oktar: Insha'Allah.

Adnan Oktar: As foretold by our Prophet (saas), Syria will also become the abode of peace. The ruthless regime, the dajjal (anti-Messiah) regime in Syria will go and be replaced by a system where love, peace and brotherhood will prevail. Our Prophet (saas) says that five women will be able to go all the way to Damascus without a man accompanying them: That is to say, the security of women, children, everyone will be perfect. We are in that time.

I will provide evidence both from the hadith of our Prophet (saas) and from the Torah: "I will take away the chariots... and the battle bow will be broken... He [King Messiah/ Mahdi] will proclaim peace to the nations..." Zechariah, 9:10.

Al-Qawl al-Mukhtasar fi 'Alamat al-Mahdi al-Muntazar, page 44; "In the time of Hazrat Mahdi (pbuh) [in other words Moshiach] no one will be woken up from their sleep or have a bleeding nose." In brief, our Prophet (saas) says that not even a single drop of blood will be spilled.

Between Israel and Turkey there is always a bond of friendship; you should in no way be concerned about it, and no one else should be. Thirty-forty politicians may disagree with Israel about some issues. Let's assume that there are such thirty Turkish politicians. A political committee of thirty Israeli politicians may similarly have some disputes, but Turkey has a population of almost 80 million. As you know, we have millions of Jewish brothers in Israel, they all love one another. They had that love back in the time of the Ottoman Empire and they still do. It would not be right to doubt whether any harm has come to this love. We love one another; we have always loved, we will always love but political disagreements might occur now and then. Attributing this to an entire nation, to the entire Israeli nation or the Turkish nation would really be very wrong.

Yes, now let's hear your beautiful words. We would like to benefit from your beautiful opinions first. Please...

Yakov Margi: First of all, I thank you for your heartfelt invitation and your welcoming. I absolutely agree with the things that Mr. Adnan has said. There is no doubt, in any conflict there is always a small group which makes a loud noise, a small minority on the fringes [that tries to stir up problems]. But the heart, the heart of the people, the majority wishes to live in peace, loves peace, and seeks peace. And I wish to tell you, as someone who comes from the people of Israel, from deep in the layers [of society] within the people, as someone who grew up there, every facet of my life; all of the people of Israel, in their entirety, wants to live in peace with the Palestinians, with the Egyptians, with the Jordanians, with the Syrians. With Turkey, it is not even necessary to mention, because we are already living in peace. There has been a small issue, and I pray that this will pass.

Adnan Oktar: Masha'Allah.

Yakov Margi: We only need… I don’t know according to religious law, according to the Qur’an, if cloning is permitted. If it were prohibited to do cloning, then I pray to God, the Creator of the Universe, that He provide a way to duplicate such optimistic people that love peace and seek peace, as exemplified by Mr. Adnan Oktar, who broadcasts such a message to the whole world. I think that things like this, initiatives such as this, projects, the work of a lifetime, what Adnan [Oktar] is doing -- has the capability of bringing blessing [a state of Divine favor] to the entire world..

Adnan Oktar: Insha'Allah. Masha'Allah, Alhamdullillah. Yes, please you go on...

Muhammad Adnan Hussain: I'm very happy to be here with you. Since I'm from Syria, I hope to transmit a real picture to those who know us as real revolutionary Syrians on the ground. I want to reflect what the Syrian new generation of revolutionaries think, such thinking that was really produced by the Syrian revolution. The major part of this thinking is that countries couldn't be built another way but by peace. The Syrian revolution and opposite to what everybody expected, has produced a very advanced youth thinking, this thinking is the base for a new generation depending on freedom, dignity and peace; and it establishes complete stability in the whole reagion.

It has been shown clearly to the Syrian people that this killer and his oppressing regime has invented a lie regarding us, about an eternal enemy who threatens us but it has been discovered that the real enemy of this region is the criminal pyramid of the Assad family, Hezbullah and Iran.

This generation has come to believe that Israel isn't the enemy, but the enemy is the one who destroyed the country, killed its children and women and men, and made its people homeless; the one who used all types of weapons to eradicate this country and its civilization, treasures and the thinking the has been produced by this revolution.

Those youth have come to strongly believe that the future is for those who care for the coming generation and establish the basis for what's comings after this stage, because we believe that whatever we grow today will be harvested by the next generation; we grow security and they harvest hope, we grow peace they harvest reassurance, we grow love they harvest cooperation and faithfulness among all nations.

Adnan Oktar: Masha'Allah. Very fine. Alhamdullillah. Yes please.

Mendi Safadi: The people of Israel… in order to foster unity between the Israelis and Syrians here, I will speak sometimes in Hebrew and sometimes in Arabic. The people of Israel seeks peace. The people of Israel has sacrificed for the sake of peace. During the last two decades, in spite of all the stumbling blocks, in spite of all the terrorist attacks that have happened, and all the attempts at deception by the other side, Israel has continued to struggle for, to attempt to arrive at, peace between the peoples. This is something that is deeply implanted within the [hearts of the] people of Israel.

After 20 years of discussion and dialogue between us and the Palestinians, I came to conclusion that there will never be a Palestinian state; not because Israel is against peace or objects to this state but because the Arab regimes are against establishing any peace, and there will be no peace before all these regimes who oppress their people go down. We are seeking together with brother Adnan, and with other brothers from the liberal Syrian opposition, to come together and go forward together strongly and bravely toward peace and democracy and for a common life for both people.

Israel has made steps for the sake of peace. Israel widthdrew from Gaza in order that it should bring peace and tranquility to the area. [The withdrawal was done] in order to let the Palestinians of Gaza live more comfortable, better lives. Unfortunately, what did we receive for this [withdrawal]? We received volleys of missiles deep into Israel, to Tel Aviv and Jerusalem, injuries from the Hamas terror missles. From this we come to the conclusion that with terrorism it is not possible to arrive at peace. This is because the purpose of terrorism is to to cause anarchy, the destruction of tolerance , and the ideal of peace. With these people we must be firm: We need to stand as one. I think that it is the Islamic nations, the tolerant ones, the tolerant people within Islam, these are the people – before Israel – who should deal with these radicalist organizations who destroy and bring grief and disaster to their own people.

Adnan Oktar: Yes, masha'Allah, everyone is talking about peace, love, beauty and goodness. But according to our conviction, and also in compliance with the provision of the Torah and the statements of our Prophet (saas), this will only happen in the time of Moshiach. We believe that Moshiach has already come. In the time of Moshiach, we think that the entire region will be brothers and we believe that Israel will live in the utmost comfort, enjoying boundless freedom extending all the way to Jordan, in the southeast of Turkey, in Arabia and throughout the whole region. We believe that they will re-experience that blissful time of Prophet Moses (pbuh) again.

Now let's read some of the provisions of the Torah about the era of Moshiach. Will you read the English versions also? Let me read the Turkish first and there will be no need to translate. Then we will explain them.

"... Burn them [the weapons] up-the small and large shields, the bows and arrows, the war clubs and spears.. They will use them for fuel..." that means there will be no weapons and refrigerators, washing machines will be produced instead,".. declares the Sovereign Lord." Ezekiel, 39:9-10

".. In the last days.. " that is in the End Times, in other words in the time of Moshiach, "many nations will come, they shall beat their swords into plowshares, and their spears into pruning hooks; nation will not take up sword against nation", meaning the wars will come to an end. ".. nor will they train for war anymore.."; that means military drills will no longer be conducted. "Every man will sit under his own vine and under his own fig tree, and no one will make them afraid..." For instance, notice what this gentleman here has said. He said; "They launch rockets." This is an example of scaring people; but in the region it is not only limited to that. There is war everywhere. Wars between states. Personal terror. The world is drenched in blood. Notice what is said; "No one will make them afraid. The One Who says this is the Lord Who has sovereignty over everything." (Micah, 4:1-4)

"... Bow and sword and battle I will abolish from the land," God says that there will be no more wars. ".. so that all may lie down in safety." Almighty God says this for all the people in the region. (Hosea, 2:18)

"In that time [King Messiah's era] there will be neither famine nor war, neither envy nor strife. All good things will be bestowed in abundance, and all delicacies will be accessible like dust." It is said that all beauties will be like dust, that is everywhere will be beautiful. ".. All the world will be occupied with getting to know God." Everyone will be devout, God says. (Maimonides, Mishnah Torah, Laws of Kings 12:5)

Now I am reading the hadith.

"People will seek refuge in the Mahdi (pbuh) [King Messiah] as honey bees cluster around their sovereign. He will fill the world that was once full of cruelty, with justice. His justice will be as such that he will not wake a sleeping person " So he wants their comfort and not want them to be awakened. ".. not even one drop of blood is shed. The Earth will return to the age of Bliss." Al-Qawl al-Mukhtasar fi `Alamat al-Mahdi al-Muntazar, pages 29 and 48.

"In the time of [Hazrat Mahdi-King Messiah-Shiloh] no one will be woken up from their sleep or have a bleeding nose." Al-Qawl al-Mukhtasar fi 'Alamat al-Mahdi al-Muntazar, page 44.

"Those who swear allegiance to him [Hazrat Mahdi] will swear allegiance between the Corner and the Maqam [near the Kaaba]. They will not waken the sleeper, and they will never shed blood. " Al-Haythami, Al-Qawl al-Mukhtasar, page 24.

"War (competents) will lay down its burden (arms and the like)." Sunan Ibn Majah, 10/334. This is in the Time of Mahdi (pbuh).

"Enmity and hatred between people will cease… Like the cup fills with water, so will the earth fill with peace... There will be religious unity (Everyone will believe in One and Only God). Nobody but God will be worshipped. War will put down its burden." From that point on you will not be seeing any munitions, says our Prophet (saas). There will be no tanks or cannon balls. Sunan Ibn Majah, 10/334.

"There will be no enmity left between any people." Neither between Israel and Palestine nor any other country. "There will be no enmity left between any people. And all hostility, fighting, and envy.." That is terror, anarchy and war. ".. will definitely disappear." Imam Sharani, Death-Doomsday-Hereafter and The Signs of the End Times, page 496.

Adnan Oktar: Masha'Allah, our discourse of today has been fine; insha'Allah, our guests will be here also tomorrow. We will also meet tomorrow, insha'Allah. Let's not tire them for today, because they came early. They can take a rest. We thank them a lot. They have been so kind to come, they have honored us and enlightened us. We also convey our greetings to all our brothers and also to those who love them.

Yakov Margi: With love and peace.

Mendi Safadi: Our hope is that, insha'Allah, there will be peace all over the world. Hazrat Mahdi will come, that is what we believe. One day all children, families and everyone will live together in peace and love.

Meeting BNP leader Aslam not a conspiracy, Safadi tells BBC Bangla

Israeli politician Mendi N Safadi has admitted meeting BNP leader Aslam Chowdhury in India, but claimed that it was during a public event and that they had not discussed ‘any secret issues’, reports the BBC Bangla Service.

Safadi, a member of right-wing Likud party, is a former adviser to Israeli Deputy Minister Ayoub Kara.

He now runs a think-tank, Mandi N Safadi Center for International Diplomacy and Public Relations.

The BBC Bangla report said that its correspondent spoke with Safadi over phone.

“Everyone is aware of the situation in Bangladesh, the state of minorities over there. We have discussed those and that too, at a public event.

“There can’t be anything more ridiculous than claiming that we discussed a military coup in Bangladesh or conspired to topple the government,” the report quoted Safadi as saying.

The Israeli right-wing politician wondered how a plot to overthrow a regime could be hatched in a public event. “On top of that the conspirators even posted their pictures on Facebook. Is that possible?”

The issue of an ‘Israel-sponsored plot to topple the Sheikh Hasina regime’ hit the Bangladeshi media a week ago, after a local daily ran a report on a meeting between Aslam and Safadi in India along with a group photo of the two.

The May 9 report by The Daily Ittefaq, citing Israeli news portal Jerusalem Online (JOL), quoted Safadi saying that he was working “to open the gates of Bangladesh for Israelis”.

“...is working in order to topple the Muslim Brotherhood run government within Bangladesh in favour of a new government that supports establishing full diplomatic and economic relations with Israel,” reads the JOL report posted in January this year.

The picture, which Daily Ittefaq ran with its report, was, however, taken in March during a summit styled ‘Del Aviv’ in India.

Group photos of Aslam and Safadi have been also found on Facebook pages of ‘Del Aviv’ and the Safadi-run think tank.

The JOL ran an interview of Safadi on Jun 29 last year, where he said that he was working to ‘restore democracy’ in Bangladesh.

The JOL reports described the Bangladesh regime as ‘Muslim Brotherhood run government’.

Leaders of Bangladesh’s ruling Awami League claim Aslam’s party, the BNP in collusion with Israel and its spy agency Mossad, was hatching a ‘conspiracy’ to overthrow the government.

The BNP has dismissed the allegations and said Aslam’s India visit was ‘personal’.

According to Bangladesh media reports, Aslam did not deny his India visit and confirmed the authenticity of the pictures.

The BNP leader said that he was not aware that Safadi was a Likud leader. He too told the media that his visit was personal and it had nothing to do with his party.

On Sunday, police picked up the newly promoted BNP joint secretary general from capital Dhaka and secured a remand from court the following day to grill him over his alleged involvement in the ‘plot’.

The BBC Bangla report said that Safadi had visited India ‘frequently’ in recent times.

It said that Safadi was invited to the event in Agra, where he met Aslam, by the youth affiliate of India’s ruling BJP. The BNP leader was also invited.

“I can’t believe that Aslam Chowdhury has been arrested over meeting me. Has he killed anyone? He only had met an Israeli in India,” the report quoted Safadi as saying.

He told the BBC Bangla that he was aware that some Bangladeshi media have described him as a ‘spy for the Mossad’.

“Give me single example of a spy, who posts Facebook updates on an hourly-basis, speaks at seminars, get interviewed by the media. Still, if anyone thinks I am a spy, then I have nothing to say.”

মিয়ানমারের বর্তমান সরকার রোহিঙ্গাদের নাগরিক হিসেবে স্বীকার করে না। অথচ ঐতিহাসিকভাবে মুসলমান ধর্মাবলম্বী রোহিংগা জনগোষ্ঠি আরাকানের আদিবাসি। বার্মার জেনারেল উ নু (General U nu) ১৯৬০ সালে তত্ত্বাবধায়ক সরকার তথা নে উইন (Ney Win)এর নিকট থেকে ক্ষমতা গ্রহণ করে বার্মা ফেডারেশনের অধীনে সংখ্যালঘু সমস্যা সমাধানের জন্য সক্রিয় উদ্যোগ গ্রহণ করেন। এ লক্ষ্যে তিনি উত্তর  আরাকানের রোহিঙ্গা প্রধান অঞ্চল নিয়ে Meyu Frontier Administration  গঠন করে এ অঞ্চলকে সরাসরি কেন্দ্রীয় সরকারের নিয়ন্ত্রনে নিয়ে আসেন এবং বিভিন্ন প্রচার মাধ্যমে রেহিঙ্গাদের বার্মার একটি  বুনিয়াদী জাতি হিসেবে অভিহিত করেন। বৌদ্ধ্যধর্ম বার্মার সংখ্যাগরিষ্ঠ মানুষের ধর্ম। আরাকানের  মঘ জনগোষ্টী বৌদ্ধধর্মাবলম্বী। বৌদ্ধ ধর্মাবলম্বীদের নির্যাতন থেকে মুসলমান রোহিংগাদেরকে রক্ষা করার জন্য জেনারেল উ নু-র নেতৃত্বাধিন বার্মা সরকার তখন উদ্যোগ গ্রহন করে। রোহিঙ্গারা এই উদ্যোগকে স্বাগত জানায়। মঘ সম্প্রদায় একে বার্মা সরকারের Divide and Rule   নীতি বলে অভিহিত করে এবং একে আরাকানের Kala (কালা) রক্ষার উদ্যোগ বলে পরিহাস করে। জেনারেল উ নু-র আহ্বানে সাড়া দিয়ে     ১৯৬১ সালের ৪ জুলাই তখনকার রোহিঙ্গা স্বাধীণতাসংগ্রামী মুক্তিযোদ্ধারা অস্ত্র সমর্পন করে । এতে বার্মার  Chief of Staff Brigadiers Aung Zing তাঁর বেতার ভাষনে বলেন “রোহিঙ্গারা বার্মার শান্তিপ্রিয় নাগরিক। বার্মা সরকারের তরফ থেকে শুধুমাত্র ভুল বুঝাবুঝির কারণে রোহিঙ্গাদের প্রতি বহু অন্যায় করা হয়েছে; আজ সে ভুল বুঝাবুঝির অবসানের মাধ্যমে সকল সমস্যা দুরীভুত হয়েছে। তিনি আরো বলেন পৃথিবীর সব সীমান্তে একই জাতি সীমান্তের দুই পারে বাস করেন। এ জন্যে কোন নাগরিকের জাতীয়তা প্রশ্নের সম্মুখীন হওয়া উচিত নয়।”

            রোহিঙ্গা সমস্যা সমাধানে বাংলাদেশের দৃস্টিভঙ্গী কতটুকু কার্যকর হয়েছে বর্তমানে তাই আমাদের দেখার বিষয়।  বর্মী কর্তৃপক্ষ ১৯৭৮ সালের ৯ই জুলাই বাংলাদেশ থেকে রোহিঙ্গা শরণার্থীদের ফিরিয়ে নেয়ার ব্যাপারে সম্মত হয়ে বাংলাদেশ-বার্মা সমঝোতা স্মারকে (Agreed Minutes) সাক্ষর করে। বাংলাদেশের পক্ষে পররাস্ট্র সচিব তোবারক হোসেন ও বার্মার পক্ষে বর্মী প্রতিনিধিদলের নেতা এবং উপ পররাস্ট্র মন্ত্রী U Tin Aung সমঝোতা স্মারকে স্বাক্ষর করেন।  সমঝোতা স্মারকের মূল অংশে উল্লেখ করা হয়েছেঃ –

1.                            The Govt of the Socialist Republic of The Union of Burma agrees to the repatriation at the earliest of the lawful residents of Burma who are now sheltered in the camps in Bangladesh on the presentation of Burmese National Registration cards along with the members of their families, such as, husband, wife, parents, parents – in – law, children, foster – children, grandchildren, son–in-law, daughter–in-law and widowed sisters.

2.                             The Government of the Socialist Republic of the union of Burma also agrees on the second phase to the repatriation of the people who are able to present their documents issued in Burma with indication their residence in Burma, along with the members of their families, such as husband, wife, parents, parents- in-law, children, foster–children, grand children, son–in–law, daughter–in–law children, foster–children, grand children, son in law, daughter in law  and widowed sisters and also those persons and the members of their families such as husband, wife, parents, parents–in– law, children, foster children, grandchildren, son–in-law, and widowed sisters, who will be able to furnish evidence of their residence in Burma, such address of any other particulars.

3.                            The residents of Burma mentioned in paragraph (1) above will be received on the border by the authorities of the Government of Burma in batches from the authorities of the Government of Bangladesh. The process of repatriation of such residents will commence not later than August 31, 1978, and is expected to be completed within six months from the date the first batch is received.

            ১৯৭৮ সালের ৯ই জুলাই স্বাক্ষরিত বাংলাদেশ-বার্মা সমঝোতা স্মারকের উল্লেখযোগ্য ত্রুটি হলঃ-   বাংলাদেশের আগত রোহিঙ্গারা জন্মসূত্রে বার্মার নাগরিক হওয়া সত্বেও স্মারকে Lawful citizen of Burma না বলে  Lawful Resident  of Burma  বলা হয়েছে। এতে রোহিঙ্গাদের নাগরিকত্বের বিষয়টি পরিস্কার নয়।  কেননা,  Citizen  শব্দের অর্থ রাস্ট্রের নাগরিক,  A person who has full rights as a member of a country, either by birth or by being given such rights. পক্ষান্তরে  Resident হলো বসবাসকারী, বাসিন্দা  অর্থাৎ  A person who lives or has a home in a place, not a visitor.

            বাংলাদেশ সরকার বরাবরই রোহিঙ্গাদের নাগরিকত্বের বিষয়টি গুরুত্বের সাথে খেয়াল করলেও স্মারকে এমন ধরনের শব্দের ব্যবহার ছিল রহস্যজনক।

১৯৯২ সালে ২১ সে মার্চ পররাস্ট্র মন্ত্রনালয়ের পাশাপাশি তৎকালীন প্রধানমন্ত্রী বেগম খালেদা জিয়া রোহিঙ্গা সমস্যা নিয়ে জাতিসংঘ মহাসচিব Bottros Ghali র সংগে সাক্ষাৎ করেন। সে প্রেক্ষিতে জাতিসংঘের মহাসচিবের বিশেষ দুত, জাতিসংঘ Under Secretary  Jan K Aalliason বার্মা এবং বাংলাদেশে মোট  ছয় দিন সফর করেন। ১৯৯২ সালের ২৩ শে এপ্রিল মায়ানমারের পররাস্ট্র মন্ত্রী U Aun Giyao ১৪ জন সদস্য নিয়ে বাংলাদেশে আসেন। রোহিঙ্গা প্রত্যাবাসনকল্পে একটি ত্রিপক্ষিয় চুক্তি সাক্ষরিত হয়।

            এখানে উল্লেখ্য যে দ্বিপক্ষীয় আলোচনার প্রথম পর্যায়ে মিয়ানমারে বসবাসকরা বা নাগরিকত্বের সামান্যতম প্রমাণ থাকলেই রোহিঙ্গাদের প্রত্যাবাসন ও স্বদেশে ফিরিয়ে নিতে সম্মত থাকলেও জাতিসংঘকে এব্যাপারে সক্রিয়ভাবে জড়িত রাখার ব্যাপারে মায়ানমার সরকার রাজী ছিলেন না। ছয়দিন ব্যাপী বেশ কয়েক দফা আলোচনা চলে। কিন্তু স্থায়ী কোন চুক্তির ব্যাপারে মায়ানমার সরকারকে রাজী করানো যায়নি।

ছয়দিনের এ রুদ্ধদার বৈঠকে একটি Joint Statement প্রণীত হয়। তা হলো নিম্ন রূপ:-

“Joint Statement by the foreign Ministers of Bangladesh and Myanmar issued at the conclusion of the official visit of the Myanmar Foreign Minister to Bangladesh from 23 – 28 April. 1992”

a)      The exodus of people from Myanmar to Bangladesh to be stopped immediately.

b)      Repatriation of the refugees to their original place of residence in honor, safety and dignity.

c)      Undertaking of certain confidence building measures such as withdrawal/cutback of troops from border areas/forward position.

d)     Lasting solution of the problem in the sense that there should be no recurrence of suck or similar problems in future.

কিন্তু এ চুক্তি সাক্ষরের পর পরই রাস্ট্রিয় অতিথিভবন পদ্মায় যৌথ সংবাদ সম্মেলনে রোহিঙ্গাদের উপর নির্যাতনের এক প্রশ্নের জবাবে মিয়ানমারের পররাস্ট্র মন্ত্রী বলেন “রোহিঙ্গাদের উপর অত্যাচারের অভিযোগ ভিত্তিহীন, মুলত গুজবের উপর ভিত্তি করেই তারা দেশত্যাগ করেছে।” এ চুক্তিতে UNHCR কে শরণার্থীদের জন্য ত্রাণসামগ্রী যোগান দেওয়া ছাড়া প্রত্যাবাসন প্রক্তিয়ায় সম্পৃক্ত করা হয়নি।

পরবর্তীতে ১৯৯২ সালে ২২ আগস্ট চট্টগ্রামের বিভাগীয় কমিশনার Omar Faroq এবং মিয়ানমারের অভিবাসন ও জনশক্তি বিভাগের Director U Mong Aung এর নেতৃত্বে এক বৈঠক অনুষ্টিত হয়। উক্ত  বৈঠকে রোহিঙ্গাদের ভ্রমণের অনুমতি প্রদান করা হয় এবং তাদের চলাচলের উপর বিধিনিষেধ রদ করা হয়। নামাযের সময় মুসল্লীদের মসজিদে মাইক ব্যাবহার করতে দেওয়া হবে বলে জানানো হয়। UNHCR  কে প্রত্যাবাসন প্রক্রিয়ায় সম্পৃক্ত করার বিষয়টি বিবেচনায় আছে বলে আশ্বাস দেওয়া হয়।

            বাংলাদেশের চিন্তাশীল মহলেও চুক্তির ব্যাপারে মত-পার্থক্য দেখা গেছে। তাদের মতে, রোহিঙ্গা শরণার্থী প্রত্যাবসনে বার্মার সঙ্গে বাংলাদেশের কার্যত: কোন চুক্তি হয়নি। যদিও সরকারী পর্যায়ে এটাকে চুক্তি হিসেবে ফলাও ভাবে প্রচার করা হয়েছে। যে ঘোষণাকে চুক্তি বলা হয়েছে এটিকে প্রথমে যৌথ ঘোষনা (Joint Statement) বলে উল্লেখ করা হয়েছে। কোন বিষয়ে দুদেশ চুক্তি করলে সেটা পালনে সে বাধ্য থাকে। একটি অতি গুরুত্বপুর্ণ বিষয়ে দীর্ঘদিন আলাপ আলোচনার পর কেবলমাত্র যৌথঘোষনাকে চুক্তি বলে চালিয়ে দিয়ে সমস্যা সমাধান আদৌ হবে কিনা সন্দেহ রয়েছে। শরণার্থী বিষয়ে বাংলাদেশ সরকার মিয়ানমারের উপর যথেস্ট চাপ সৃস্টি করলেও তাদেরকে রাজি করাতে পারেনি। ১৯৯২ সালে ২৭ শে এপ্রিল সোমবার রাতে দীর্ঘ বাক বিতন্ডার পর আলোচনা ভেঙ্গে যাবার উপক্রম হলে বাংলাদেশ শেষ পর্যন্ত Joint Statement এ রাজি হয়ে সাক্ষর করে।

            United Nation ১৯৭৮-৭৯ ইংরেজিতে শরণার্থী প্রত্যাবাসনে ৭ Millions dollar  সাহায্য দিলেও  Joint Statement এ একে উপেক্ষা করা হয়। শরণার্থীদের সংখ্যা নিয়েও কোন সমঝোতা হয়নি। বাংলাদেশে প্রায় সোয়া দুই লাখ শরণার্থী আশ্রয় নেওয়ার কথা বলা হলেও মায়ানমার থেকে এ ব্যাপারে স্পস্ট কিছু না বলে কেবলমাত্র বলা হয়েছে যারা নিজেদের মায়ানমারের শরণার্থী হিসেবে প্রমাণ করতে পারবে তাদেরকেই ফেরত নেওয়া হবে। উল্লেখ্য যে এখানে আবাসিক পরিচয়পত্রের কথা (Identity Card) বলা হলেও মায়ানমারে রোহিঙ্গা উচ্ছেদের আগে পঞ্চাশঅনুর্ধ বয়সের সকলের কাছ থেকে আবাসিক পরিচয় পত্র ছিনিয়ে নেওয়া হয়।

            বাংলাদেশ সরকারের দীর্ঘ প্রচেস্টার পর আন্তর্জাতিক বিশ্বের সহযোগিতায় ১৯৯২ সালের ২৮ এপ্রিল মিয়ানমার তাদের রোহিঙ্গা শরণার্থীদের স্বদেশে ফেরৎ নেবার সম্মতি জ্ঞাপন করে। মিয়ানমারের পররাস্ট্রমন্ত্রী উ অহন গিয়াও এবং বাংলাদেশের পররাস্ট্র মন্ত্রী মোস্তাফিজুর রহমান-এর মধ্যে রাস্ট্রিয় অথিতি ভবন ‘পদ্মায়’ যৌথঘোষনা বা (Joint Statement) স্বাক্ষরিত হয়। এক প্রশ্নের জবাবে মিয়ানমারের পররাস্ট্রমন্ত্রী উ অহন গিয়াও বলেন“সংখ্যার বিষয়টি কোন গুরুত্বপুর্ণ বিষয় নয়, যারা বাংলাদেশে চলে এসেছে তারা স্বগৃহে ফিরবে। এ ক্ষেত্রে কোন বড় ধরনের বাধা রয়েছে বলে আমি মনে করিনা। এমনকি যারা নিজ এলাকার Headmen  এর নাম বলতে পারবে কিংবা তাদের স্মরণশক্তি থেকে রেফারেন্স দিতে পারবে তাদেরকেও  ফেরত নেওয়া হবে।” আরেক প্রশ্নের জবাবে মায়ানমারের পররাস্ট্র মন্ত্রী রোহিঙ্গাদের উপর অত্যাচারের কথা অস্বীকার করে বলেন“মুলত: গুজবের উপর ভিত্তি করেই রোহিঙ্গারা দেশত্যাগ করেছে” সীমান্তে অতিরিক্ত সৈন্য মোতায়েন সম্পর্কে প্রশ্ন করা হলে তিনি বলেন“সীমান্তে অতিরিক্ত সৈন্য মোতায়েন করা হয়নি, বরং সীমান্তে নিয়ম অনুযায়ী শুধু বর্ডার পুলিশ রয়েছে”। সাংবাদিক সম্মেলনে মায়ানমারের পররাস্ট্র মন্ত্রীর এ ধরনের অসত্য বক্তব্য রোহিঙ্গা শরণার্থীসহ এদেশের রোহিঙ্গা পর্যবেক্ষক মহলকে ভাবিয়ে তোলে।

            শরণার্থী আগমন বন্ধ করার এতো কিছু করার পরও ১৯৯২ সালের ২৮ এপ্রিল যৌথ ঘোষনার পরও প্রতিদিন গড়ে দুই হাজার শরনার্থী বাংলাদেশে আগমন করে। এক সপ্তাহে প্রায় সাড়ে বার হাজার শরনার্থী বাংলাদেশে প্রবেশ করে। এ সময় বাংলাদেশে নিযুক্ত মার্কিন রাস্ট্রদুত Wlliam Be Mylam রোহিঙ্গা ক্যাম্প পরিদর্শন করেন।  তিনি উদ্বাস্ত সমস্যা সমাধানে বাংলাদেশের প্রশংসা করেন।

            এদিকে রোহিঙ্গাদের মৌলিক রাজনৈতিক সমস্যা সমাধান না হওয়ার কারণে শরণার্থীরা স্বদেশ প্রত্যাবর্তনে বিরোধীতা করে মিছিল ও প্রতিবাদ সভা করে। তারা তাদের মৌলিক দাবীদাওয়া সহ নিম্ন লিখিত শর্ত পেশ করে।

১.         রেহিঙ্গাদের মৌলিক অধিকার নিশ্চিত করতে হবে।

২.         রোহিঙ্গা অধ্যুষিত এলাকাকে একটি সংখ্যাগরিস্ট প্রদেশ ঘোষনা করতে হবে।

৩.        রোহিঙ্গাদের একটি জাতি হিসেবে ঘোষনাকরতে হবে।

৪.         জাতিসংঘের মাধ্যমে প্রত্যাবাসন প্রক্রিয়া শুরু করতে হবে।

৫.         মিয়ানমারে রেহিঙ্গা অত্যাচার বন্ধ করতে হবে।

৬.        রোহিঙ্গারা স্বদেশ প্রত্যাবর্তনের পর তাদের জীবন সম্পত্তির নিশ্চয়তা দিতে হবে এবং ক্ষতিপুরন দিতে হবে।

৭.        বিগত নির্বাচনে জয়ী Aung Sun Suki  কে (National League for Damocracy) ক্ষমতা হস্তান্তর করতে হবে।

৮.        Aung Sun Suki  আমন্ত্রন জানালে তারা দেশে ফিরবে।

৯.         রোহিঙ্গা অধ্যুষিত এলাকায় যে সব অনাবাসী বসতী গড়েছে তাদেরকে বিতাড়িত করতে হবে। সরকারী ও অন্যান্য অফিস সরিয়ে নিতে হবে।

১০.      সরকারী চাকুরীতে রোহিঙ্গাদের কোটা নির্ধারন করতে হবে।

এ প্রসঙ্গে রোহিঙ্গা ক্যাম্পের জনসাধারন এর একটি দরখাস্ত জেনেভা ও কেম্প ইনচার্জ এবং Country Representative and Head of sub offiice, Deputy Commissiner, Red Cresent Society, Co-ordinator MSF Holland  বরাবরে লিখে পাঠান তা এই রকম:

Subject: Application for conduction repatriation after attaining permanent solution and to stop force repatriation.

Sir,

            With due respect we beg to state that we are the rerfugees from Myanmar staying in Nayapara and Kutupalong camps. we are the victims of the inhuman torture and oppression by the Mayanmar authorities. We most humbly say that the refugees are being illegally pressurised to put signature in the DVR forms in the camp at present, wnich is completely against the national and international laws.

If the forced repatriation continues in this way, the role of indepindent human rights will not be established in the homeland of the refugees rather it will delay the process of permanent soliution in future. We are 100% sure on that.

We have been becoming refugees to Bangladesh since 1942 and we do not like to stay in Bangladesh permanently. We like to take measures so that we need not have to take refuge in Bangladesh again and again, because Bangladesh is over populated and a small country. So we don’t want to come here to create troubles for them.

If the repatriation is done after achieving a permanent solution to our problem, we might not have to come to Bangladesh agin in future. We did not get any sorts of assistance and co-operation from any NGO of any country since 1992. We were given assistance package during our repatriation, which contained the necessary household materials and Taka 10,000 as grant and additional amount of household materials and Taka 10,000 as house building cost. other infrastructer development projects activities are being carried out easily. But, inspite of all these facilities, why we have to come here again and again where lives are indescribably miserable and painful?

We have to come to other country again and again from where there are no basic rights. Many facilities are provided by Mayanmar authorities, but the question of basic rights is unresolved. For instance, 1. Nationality. 2.Citizenship is not clear. We were born in Myanmar which is our country and we have every right to live there with happiness and independence. So we want to enjoy all facilities covered under the human right provisions which are being practised legally in all other countries. for which we have been staying in refugee camps for last 7/8 years. If we continue staying for more 100 years in this way, our future hopes and spirations will not be fulfilled?

Therefore, we think that Bangladesh and UNHCR failed to find a solution for long time. We want to go back to Myanmar within a short period of time with a permanent solution, if we get freedom of thuoght conscience and speech.

99% of refugees are preparing to go for a hunger strike on the next repatriation day on 27/01/99. If we discuss about our human right issues, it is published in the news paper blaming us as miscreants. Unfortunately, we have been living with sufferings from added misereis. We are also human, not the cattle or birds. We also have births, deaths, foods, sleep, love/affection and hope for dignified life. Why we are being tortured, misbehaved, forced at all stages and subjict to child and woman abuse for days after days? How we can go back without citizenship? The citizenship of the Rohingyas is ancient by about 400 years than the claim of the Burmese in the Arakan. The Burmese role in the Arakan is of 200 years. But the Muslims have been residing in the Arakan for more than 600 years.

            At present the Rohingyas have completly been omitted from the indigenous races. half of the members of the families bave been cancelled from hundreds of family books who refused to sing the DVR(Declaration of Voluntary Repatriation). Their food ration also have been cut, Field assistants of UNHCR are totally ignorring the meaning of DVR. We have been fasting even in the Holy month of Ramadan with half reduced food. So, we want a quick solution to this problem. You are more aware than us about continuing discrimination, historical, political and cutural background. we therefore fervently pray that we shall remain ever grateful, in the repatriation is done after giving a clear thought about the basic human right considerations and our future. We like to place the following 2 demads to you.

1.        The Rohingyas must be recognized as national citizens under the chapter 11 of section 3 of the Ne Win’s new citizenship law 1982.

2.        The confiscated lands, properties and assets must be returned and the Buddhist new settlements mist be uprotted from Muslim ancestral homeland.

If this demand is not recognised fully, not a single refugee is willing to go back to Myanmar. if these demands are not met, the problems of the refugees may take a serious turn otherway in future, rather than solving it. We therfore earnestly request you to stop the repatriation for the time being until the permanent solution, in conformity with the national and international laws is achieved.

We, therefore, fervently pray that your honour would take appropriate measures to meet our above mentioned prayers.

বাংলাদেশ মিয়ানমার ১৯৯২ সালের ২৮শে এপ্রিল চুক্তি স্বাক্ষরের পর ৭ ই মে ১৯৯২ পুরায় রেহিঙ্গা  শরণার্থীদের স্বদেশে প্রত্যাবাসন, পুনর্বাসন এর কৌশলগত চুক্তি স্বাক্ষর হলেও  সীমান্ত অতিক্রম করে রোহিঙ্গা শরণার্থী আগমন অব্যাহত থাকে। সীমান্তের ওপারে রোহিঙ্গারা যাতে আর ফিরে যেতে না পারে তার জন্য বর্মী সৈন্যরা বিভিন্ন মগ ‘শান্তিকমিটি’ গঠন করে অকথ্য নির্যাতন চালাতে থাকে।

এ প্রেক্ষিতে জাতিসংঘ মহাসচিব Bottross Ghali ১৯৯২ সালের ১ জুন রোহিঙ্গা শরণার্থীদের নিরাপদ ও স্বেচ্ছাপ্রত্যাবর্তন নিশ্চিত করতে বাংলাদেশের পররাস্ট্রমন্ত্রী এ এস এম মোস্তাফিজুর রহমান ও মায়ানমারের পররাস্ট্রমন্ত্রী U Auhn Giyao কে চিঠি ইস্যু করলেও মিয়ানমার তার কোন উত্তর দেয়নি। 

অবশেষে রোহিঙ্গাদের দাবী, আন্তর্জাতিক চাপের ফলে ১৯৯৩ সালের ১২ ই মে জাতিসংঘ হাইকমিশনার Dr. Sadako Ogata বাংলাদেশের পররাস্ট্রসচিব রিয়াজ রহমান এর মধ্যে এক সমঝোতা চুক্তি স্বাক্ষর হয়। ১৯৯৩ সালের মে মাসে UNHCR এর Mical Pristly সহ জাতিসংঘ হাই কমিশনার Dr. Sadako Ogata নেতৃত্বে  মায়ানমার সফরের পর Yangon সরকার UNHCR এর উপস্থিতির ব্যাপারে সম্মতি জানিয়ে ৫ নবেম্বর  ১৯৯৩ সালে এক দ্বিপাক্ষিক চুক্তি স্বাক্ষর করে। কিন্তু বিশ্বব্যাপী শরণার্থীদের প্রত্যাবাসনে  যে সব শর্ত থাকে রোহিঙ্গাদের ক্ষেত্রে তা রাখা হয়নি।

আমরা জানি কম্বোডিয়া, আফগানিস্থান সহ বিশ্বের বিভিন্ন দেশের শরণার্থীরা মর্যাদা নিয়ে দেশে ফিরলেও রোহিঙ্গাদের ভয় ভীতি নিয়ে দেশে ফিরতে হয়। এসময় বেশী শরণার্থী ক্যাম্প থেকে পালিয়ে যায়। তাছাড়া Repatriation process এতো ধীর গতি ছিল তা দেখার বিষয়। বর্মী সরকারের অনীহা, প্রত্যাবাসন প্রস্তুতির অভাব, সময়মতো  ছাড়পত্র না দেওয়ায় সর্বোপরি বর্মী সৈন্যদের নির্যাতন প্রত্যাবাসন কর্মসুচীকে মন্থর করে।

রোহিঙ্গারা আরাকানের কোন ধরনের নাগরিক?

রোহিংগারা জন্মসুত্রে মিয়ানমারের আদিবাসি হওয়া সত্বেও মিয়ানমার সরকার বরাবরই এটাকে অস্বীকৃতি জানিয়ে আসছে। ইতিপুর্বে সাবেক পুর্বপাকিস্থান ও বাংলাদেশের সাথে শরনার্থী সমস্যা সামাধানে বার্মা সরকার রোহিংগাদেরকে তাদের নাগরিক হিসেবে ফিরিয়ে নিলেও তারা একথাকে অস্বীকৃতি দিয়ে বিজ্ঞপ্তি প্রচার করে যে, “ঐতিহাসিক ভাবে কখনই কোন রোহিংগা জাতি ছিলনা। রোহিংগা নামটি আরাকান রাজ্যে একদল বিদ্রোহীর দেয়া এবং ১৭৮৪ সালের প্রথম এ্যাংলো বার্মা যুদ্ধের পর প্রতিবেশী দেশের মুসলিমরা বেআইনীভাবে বার্মা  বিশেষ করে আরাকান রাজ্যে প্রবেশ করে।”

          

            বার্মা উদ্বাস্তদের সম্পর্কে এ ধরনের বক্তব্য সত্যের অপলাপ মাত্র। ইতিপুর্বে ১৯৭৮ সালেও রোহিংগা মুসলমানরা তাদের বাড়িঘর ছাড়তে বাধ্য হয়েছিল এবং ৩ লক্ষ রোহিংগা সে সময় বাংলাদেশে আশ্রয় গ্রহন করেছিল। বার্মা সরকার তাদেরকে সেখানকার নাগরিক হিসেবেই ফেরত নিয়েছিল। ১৯৭৪ সালেও বংগবন্ধু শেখ মুজিবর রহমানের শাসনামলে ১০ হাজার উদ্বাস্থ বাংলাদেশে চলে এলে তিনি বার্মাকে চরমপত্র দেয়ায় এসব উদ্বাস্তদের ফেরৎ নেওয়া হয়। ১৯৯২ সালে মিয়ানমারের নিরাপত্তা বাহিনী কর্তৃক বহুসংখ্যক  উদ্বাস্তুর নাগরিকত্ব সার্টিফিকেট ও দলিল পত্র জোরপুর্বক কেড়ে নেওয়া সত্বেও বিপুল সংখ্যক উদ্বাস্তু এ সব দলিপত্র সংগে নিয়ে এসেছিলেন যা যে কেউ দেখতে পারেন। এসব বক্তব্যের লক্ষ্য হলো উদ্বাস্তদের মর্যাদা সম্পর্কে ভুল বুঝাবুঝির সৃস্টি করা।

রোহিঙ্গাদের বসতি আরাকানে সপ্তম অস্টম শতাদ্বী থেকে শুরু হলেও রোহিঙ্গা শব্দের ব্যবহারটি পঞ্চদশ শতকের দিক থেকে শুরু হয়। ১৪৩৩ খ্রি: প্রতিষ্ঠিত রাজধানী “ম্রোহং” এর অধিবাসীদেরকে রোহিঙ্গা বলা হয়। কোম্পানী আমলে কিংবা বৃটিশ আমলে বাংলাদেশ ও ভারত থেকে কাজের অন্বেষনে আরাকানে আগত মুসলমানদেরকেও কালক্রমে রোহিঙ্গা বলা হয়ে থাকে। রোহিঙ্গারা বৃটিশদের বিরুদ্ধে আন্দোলনে বার্মার স্বাধীনতা আন্দোলনে ÔAung Sun’ কে সমর্থন দেয়। স্বাধীনতা উত্তর বার্মার শাসকগোষ্ঠী নানা অজুহাতে রোহিঙ্গাদের আরাকানের নাগরিক হিসেবে গ্রহন না করে শুধুমাত্র আরাকানের বাসিন্দা হিসেবে  আখ্যায়িত করে। ১৯৫৪ সালে ২৫ শে সেপ্টেম্বর Prime Minister U nu রেডিওর মাধ্যমে রোহিঙ্গাদের স্বদেশী  (Indigenous Ethnic Community) হিসেবে ঘোষনা করলেও বাস্তব সরকারী পলিসি ও কার্যক্রমে এর প্রতিফলন ছিল না।

১৯৬০ সালে ক্ষমতা গ্রহনের পর Prime Minister U nu  বার্মার ফেডারেশনের অধীনে সংখ্যালঘু সমস্যা সমাধানের জন্য সক্রিয়  উদ্যোগ গ্রহন করেন। ১৯৬০ সালে ক্ষমতা গ্রহণ করে প্রধান মন্ত্রী উ নু রেঙ্গুন বেতার কেন্দ্র হতে রোহিঙ্গাদের জন্য রোহিঙ্গাভাষায়  একটি অনুষ্ঠান প্রচারের ব্যাবস্থা করেন। প্রধান মন্ত্রী উ নু রোহিঙ্গাদের শান্তিপ্রিয় নাগরিক হিসেবে ঘোঘনা করেন এবং আরাকানের স্বাধীণতাকামী সশস্ত্র মুজাহিদদের অস্ত্র সমর্পনের আহবান জানান। ১৯৬১ সালের ৪ ঠা জুলাই রোহিঙ্গা মুজাহিদরা অস্ত্র সমর্পন করেন।

ভাগ্যের নির্মম পরিহাস ১৯৬২ সালে ২ রা মার্চ  জেনারেল নে উইন এর সামরিক সরকার বার্মার ক্ষমতা দখল করে সংখ্যালঘু জাতিসমুহের সমস্ত অর্জিত অধিকার বাতিল ঘোষনা করেন। এখানে উল্লেখ করা যেতে পারে সিয়াজী উ আবদুর রাজ্জাক  বার্মার বসবাসরত ও ভারত হতে আগত মুসলমানদের বার্মার প্রতি পরিপুর্ণভাবে আনুগত্য প্রদর্শনের পরামর্শ দেন। ভারত থেকে আগত মুসলমানদের উদ্দেশ্যে তিনি আরও পরামর্শ দেন যে, তাদের জন্য উচিত হবে বার্মার জাতীয়তাবাদী আন্দোলনের সাথে সম্পুর্ণভাবে একাত্মতা ঘোষনা করা।

            উ আবদুর রাজ্জাক GCBMA General Council of Burma Moslem Associations কর্তৃক বার্মার সংবিধানে মুসলমানের জন্য স্বতন্ত্র অধিকার ঘোষণার দাবিকে অযৌক্তিক বলে অভিহিত করেন। এবং এর মাধ্যমে মুসলমানেরা স্থায়ীভাবে বার্মার মুলধারা হতে বিচ্ছিন্ন হয়ে পড়বে বলে হুঁশিয়ারি উচ্চারন করেন।

দুর্ভাগ্যের  বিষয় ১৯৪৭ সালে ১৯ শে জুলাই, সর্ববার্মার স্বাধীনতা লাভের মাত্র পাঁচ মাস পুর্বে, AFPFL (Anti Fasist Pepople Fredom League) এর গুরুত্বপুর্ণ দলীয় সভায় আততায়ীর গুলীতে জেনারেল আউংছান, উ আবদুর রাজ্জাক সহ প্রথম কাতারের সাতজন নেতা নিহত হন।

মায়ানমারের আরাকান প্রদেশের সাথে বাংলাদেশের সৎ প্রতিবেশীসুলভ সম্পর্ক থাকার কারনে রোহিঙ্গা সমস্যার সাথে বাংলাদেশে ও বাংলাদেশের সচেতন জনগোষ্ঠী ব্যাপকভাবে সম্পৃক্ত। সম্প্রতি রাজশাহী বিশ্ববিদ্যালয়ের ইতিহাস ও সংস্কৃতি বিভাগের শিক্ষক জনাব মোহাম্মদ মাহফুজুর রহমান “রোহিংগা সমস্যা ও বাংলাদেশের দৃস্টিভঙ্গী” বিষয়ে  এম ফিল ডিগ্রী অর্জন করেন।  তিনি রোহিঙ্গাদের নিয়ে বই, দলিল দস্তাবেজ, ইংরেজি, উর্দু ইত্যাদী ভাষায় প্রণীত বই পর্যালোচনা করে বাংলাদেশের সচেতন জনগোষ্ঠীর অভিমত জানার লক্ষ্যে নির্দ্দিষ্ট প্রশ্নমালা (Questionnnarire) তৈরি করেন এবং এর মাধ্যমে বিভিন্ন সচেতন ব্যাক্তিবর্গের সাক্ষাৎকার নেওয়া হয়।

            উল্লেখ্য “রোহিংগারা আরাকানের কোন ধরনের নাগরিক বলে আপনি মনে করেন?”রোহিংগাদের নাগরিকত্ব সংক্রান্ত এ প্রশ্নের ৪ টি উত্তরমালায় উল্লেখ করা হয় যথা:-

 ক) জন্ম সুত্রে

খ) অভিবাসী (immigrants)

গ) বৈবাহিক সুত্রে ।

কেউ কেউ উক্ত প্রশ্নে নীরব থাকায় ‘মন্তব্য নেই’ বলে আরো একটি কলাম সংযোজন করা হয়।

লক্ষনীয় যে, উত্তর দাতাদের ৪০ জনের মধ্যে ৩৮ জনই রোহিংগাদেরকে আরাকানের জন্ম সুত্রে নাগরিক হিসেবে মতামত দেন; যা মোট সচেতন জনগোষ্ঠীর শতকারা ৯৫ ভাগ।

রোহিংগাদের নাগরিত্ব সংক্রান্ত প্রশ্ন করায় অধিকাংশ উত্তর দাতাই পাল্টা প্রশ্ন তোলেন “এতদিন পরে রোহিংগাদের নাগরিকত্ব সংক্রান্ত প্রশ্ন কেন? কোন লোক বৈধ পন্থায় কোন দেশে ৫ বছরের উর্ধে অবস্থান করলেই তিনি সে দেশের নাগরিক অধিকার পেয়ে যান। আরাকানে রোহিংগাদের ইতিহাস হাজার বছরেরও পুরাতন: তাদের নাগরিত্ব সংক্রান্ত প্রশ্ন এক্ষেত্রে অবান্তর।”

            প্রসংগত উল্লেখ করা প্রয়োজন যে, মিয়ানমারের সামরিক জান্তা ১৯৮২ সনে নতুন করে নাগরিক আইন প্রণয়নের পর থেকে  মিয়ানমার সরকার এবং সেখানকার অধিবাসীরা রোহিংগা মুসলমানদেরকে “কালা” ও অভিবাসী (বাংলাদেশ ভারত থেকে আগত) বলে অভিহিত করে এবং তাদেরকে মিয়ানমারের পূর্ণ নাগরিক বলে স্বীকার করে না। গবেষকরা এ বিষয়ে বলেন, এটা মায়ানমার সরকার ও স্থানীয় মগ অধিবাসীদের একগুয়েমী, স্বার্থান্ধ ও স্বৈরাচারী সাম্প্রদায়িক মনোভাবেরই বর্হিপ্রকাশ, যা মানবাধিকারের চরম লংঘন ও আন্তর্জাতিক বিশ্বের কাছেও অত্যান্ত নিন্দনীয়। কেননা রোহিঙ্গাদের কেউ কেউ বাংলা বা চট্টগ্রাম থেকে এলেও তা ছিল প্রায় ৬ শ বছর আগে আরাকান রাজা নরমিখলার সময় এবং কেউ কেউ এসেছে বৃটিশ রাজত্ব কায়েম হওয়ার পর উনবিংশ শতাদ্বীতে: তাও শতাধিক বছর পেরিয়ে গেছে।  সুতরাং বর্তমানে রোহিঙ্গারা জন্মসুত্রে আরাকানের আদিবাসী হিসাবে স্বাভাবিকভাবেই নাগরিকত্বের হকদার।

            কোন লোক বৈধ পন্থায় কোন দেশে ৫ বছরের অধিক অবস্থান করলেই তিনি সে দেশের নাগরিক অধিকার পেতে পারেন। তাছাড়া বৈবাহিক সূত্রে কিংবা অভিবাসী  (Immigrant) হিসেবেও অনেকে নাগরিকত্ব পেয়ে  থাকে। আরাকানে রোহিঙ্গাদের ইতিহাস হাজার বছরেরও পুরাতন ইতিহাস। সেখানে তাদের নাগরিত্ব সংক্রান্ত প্রশ্ন উত্থাপন অত্যন্ত বেমানান, অবান্তর  এবং অসত উদ্দেশ্যপ্রনোদীত।

            ১৭৯৮ খৃ; মাত্র তের বছরের মধ্যে আরাকানের দুই তৃতীয়াংশ অধিবাসী পালিয়ে এসে ইস্ট ইন্ডিয়া কোম্পানির সীমানার পার্বত্য অঞ্চলে আশ্রয় নেয়। বালাবাহুল্য সিনপিয়া (king bering) বিদ্রোহী বাহিনীর তীব্র আক্রমনের মুখে বার্মার সাথে ইস্ট ইন্ডিয়া কোম্পানী সরকারের সম্পর্ক তিক্ত হতে থাকে। যদিও কোম্পানী সরকার বিদ্রোহ দমন কিংবা শরণার্থীদের বাধা দেয়ার জন্য চেষ্টার ত্রুটি করেননি। তথাপি বার্মার সরকারের সাথে সুসম্পর্ক রক্ষা করার জন্য বৃটিশ ইস্ট ইন্ডিয়া কোম্পানির পক্ষ থেকে ক্যাপ্টেন হিরাম কক্স (Captain Hiram Cox) বিশেষ দূত হিসেবে বার্মার রাজধানী আভাতে কাজ করতে থাকেন। কিছুটা মানবিক কারনে এবং আরাকান হতে আগত বিপুল সংখ্যক শরণার্থীদের পুনর্বাসনের জন্য ১৭৯৮ খৃ: জুন মাসে ক্যাপ্টেন হীরাম কক্সকে পাঠানো হয় এই  অঞ্চলে। পুনর্বাসনের জন্য প্রধান স্থানটি নির্বাচন করা হয় কক্সবাজার নামক স্থানে। যে স্থানটির নামকরণ হয় ক্যাপটেন হিরাম কক্স এর নামানুসারে। ককসবাজারের অস্বাস্থ্যকর পরিবেশে অবস্থান করে বছর শেষ হওয়ার আগেই ক্যাপটেন হিরাম কক্স ম্যালেরিয়া জ্বরে মৃত্যুবরন করেন। ক্যাপটেন কক্স এর পর পুণর্বাসন কাজ তদারকি করার জন্য ঢাকার রেজিস্ট্রার মি: কার কে ককসবাজার পাঠানো।

বার্মা স্বাধীণতা লাভের পর থেকেই সেদেশের মুসলিম-বিদ্বেষী সরকার ও বৌদ্ধধর্মাবলম্বী মগদের জুলুমে অতিষ্ট হয়ে রোহিঙ্গারা দেশ ত্যাগ করতে বাধ্য হয়েছে। বাংলাদেশ, থাইল্যান্ড, সৌদিআরব, দুবাই, মালয়েশিয়া, সিঙ্গাপুর সহ ইউরোপের বেশ কয়েকটি দেশে তারা আশ্রয় নিয়েছে। এর সংখ্যা প্রায় দশ লক্ষের অধিক।

        বাংলাদেশে এখন প্রায় একুশটি শরণার্থী শিবিরকে বন্ধ করে দুটিতে নিয়ে আসা হয়েছে। কুতুপালং এবং নয়াপাড়া। এই দুটি ক্যাম্পে প্রায় ২৮ হাজারেরও অধিক রেজিস্টার্ড শরণার্থী রয়েছে। বিভিন্ন আন্তর্জাতিক সংস্থা তাদের দেখা শুনা করছে। কিন্তু এই রেজিস্টার্ড শরনার্থীর বাইরেও আনরেজিস্টার্ড শরণার্থী রয়েছে এবং এখনো আসতে বাধ্য হচ্ছে।  আরাকানের রোহিঙ্গারা এদেশে বেশ কয়েকবার ব্যাপকহারে এসেছে। রিপ্যাট্রিয়েশনে প্রত্যাবর্তন করার পর আবারো জুলুমের শিকার হয়ে বাড়ী-ঘর হারিয়ে দেশ ত্যাগ করতে বাধ্য হয়।  এই সমস্যার স্থায়ী সমধাণের জন্য বিষয়টির আতর্জাতিকরণ একান্ত জরুরী।

বাংলাদেশের রেজিস্টার্ড শরণার্থীদের ক্যাম্পদুটিতে কয়েকটি এনজিও রিফিউজিদের ছেলে-মেয়েদের শিক্ষা দানের জন্য  স্কুল খুলেছেন। ১৯৯৭ সাল থেকে কেম্পগুলোতে শিক্ষাকার্যক্রম শুরু হলেও ২০০৮ –এ UNICEFF এর সম্পৃক্ততা দেখা যায়।   ছোট ছেলেমেয়ে থেকে বয়োজেষ্ঠ্যদেরও ভাষা শিক্ষার ব্যাবস্থা থাকলেও  তারা নিজেদের বার্মা ভাষা ভুলতে বসেছে। Tai  নামে একটি এনজিও কিছু বার্মিজ বইকে বাংলা এবং ইংরেজিতে রূপান্তর করেছে এবং স্কুলের ছেলেমেয়েদের এবং বয়োজেষ্ঠ্যদের জন্য এই বইগুলো। ইদানিং বহির্বিশ্বে গমনের জন্য ইংরেজী শিক্ষার হিড়িক পড়ে গেছে। ক্যাম্পের বিভিন্ন ঝুপড়িতে কালো ব্লাকবোর্ড টাঙিয়ে পরিবারের সবাই ইংরেজী শিখতে দেখা যায়। তারা এখন নিজের দেশের ভাষাকে গুরুত্ব না দিয়ে বাইরে যাওয়ার জন্য ইংরেজিকে বেশী গুরুত্ব দিচ্ছে। বিভিন্ন স্কুলে ছেলেমেয়েদের বাংলাদেশের ধাছে ছড়া শেখানো হচ্ছে।  তারাতো এই দেশে স্থায়ী বাসীন্দা নয়। এই সমস্ত ছেলেমেয়েদের বার্মার ভাষা না শেখালে নিজ দেশে কিভাবে প্রত্যাবর্তন করবে? কুতুপালং কেম্পের ছোট্ট একটা স্কুলে ছেলেমেয়েদের শিক্ষিকা “এমন মজা হয়না গায়ে সোনার গয়না ” ছড়াটি পড়াচ্ছেন। অথচ তাদেরকে বার্মার ভষায় ছড়া শেখানো প্রয়োজন।  শিক্ষায় অনগ্রসর থাকাতে অতীতে দেখা গেছে রোহিংগারা নিজদেশে পার্লামেন্টে গিয়েও কিছু বলতে পারেনি। এমনকি উর্দু ও ধর্মীয় আরবী ভাষা পড়তে জানলেও  Myanmar language অনেকে জানেনা।  অনেকে রাখাইন  ভাষা বলতে জানলেও পড়তে লিখতে জানেনা। শিক্ষায় অনগ্রসরতাও তাদের এই বিপর্যয়ের অন্যতম কারণ বলা যেতে পারে।

আমরা দেখেছি বর্তমানে মায়ানমারে মঙডুতে কেউ দুই তিন ঘন্টার জন্য বেড়াতে গেলে তাকে চায়ের দোকান থেকে শুরু করে সব জায়গায় গোয়েন্দা নজর দারী করা হয়। শুধু ডাল ভাত, দুধ দিয়ে রিফিউজিদের পোষন করার মতো তাদের সিকিউরিটির বিষয়টিও ইউ এন এইচ সি আর সহ অন্যান্য আন্তর্জাতিক সংস্থা খুব ভালোভাবে দেখা শোনা করতে পারতেন । প্রত্যাবাসনে যেমন বাংলাদেশকে মনিটরিং তাঁরা করেছেন। ঠিক ২১ টি কেম্প গুটিয়ে এনে দুটি কেম্পে আনতেও তারা সক্ষম হয়েছেন। আবার তাদের বিশ্বের অন্যান্য দেশের মতো নিরাপত্তার ব্যবস্থায়ও তাঁরা ( বিভিন্ন আন্তর্জাতিক সংস্থা) সহযোগীতা করতে পারতেন। নিরাপদ বেস্টনীর বিষয়টি অন্যান্য সমস্যার মতো আন্তর্জাতিক সংস্থা জরুরী ভিত্তিতে চিন্তা করতে পারতেন।

      

বাংলাদেশের স্বাধীনতা সংগ্রামের সময় আমরাও একবার শরনার্থী হিসেবে বার্মায় গিয়েছিলাম। তখন আমাদেরকে কিভাবে আশ্রয় দেওয়া হয়েছিল তা কারো অজানা নয়। বিষয়টি অনেকখানি পররাস্ট্রনীতির পর্যায়ে পড়ে। আমরা জানি, যতো বার মায়ানমার সরকারের সাথে বৈঠক হয়েছে ততোবার পত্র পত্রিকায় দেখেছি আলোচনা শান্তিপূর্ণ এবং ফলপ্রসু হয়েছে, মায়ানমার সরকার রোহিঙ্গাদের ফেরত নেবেন, ইত্যাদী।

১৯৯২ সালে ৭ই মে মিয়ানমারে নিযুক্ত বাংলাদেশের রাস্ট্রদুত মোস্তফা ফারুক মোহাম্মদ ও বাংলাদেশে নিযুক্ত মিয়ানমারের রাস্ট্রদুত  U Mue mint    নিজ নিজ দেশের  পক্ষে চুক্তি সাক্ষর করে Joint statment এর মাধ্যমে ১৫ ই মে ১৯৯২  এর মধ্যে রোহিঙ্গা  শরণার্থীদের প্রত্যাবাসন প্রক্রিয়া শুরুর পদক্ষেপ নেন।  বাংলাদেশের ১০ টি Transit camp র সাথে সামঞ্জস্য রেখে মিয়ানমার ৫ টি Reception camp খোলা হয়। কিন্তু মিয়ানমারের পররাস্ট্র মন্ত্রী  UNHCR কে শুধু আর্থিক ও ত্রাণসামগ্রী সাহায্য যোগানো ছাড়া অন্য কোন কাজে সম্পৃক্ত করতে রাজি হননি।  বিভিন্নসময় মায়ানমার সামরিক সরকারের অনুমোদন প্রাপ্ত অথাৎ clear cases প্রাপ্ত অনেক কাগজ এখনো মুখ থুবড়ে পড়ে আছে । 

গত ৩১ আগস্ট ২০১৪ “দৈনিক বাকখালী” প্রত্রিকায় “বাংলাদেশ মায়ানমার আস্থা ফেরানোর বৈঠক আজ” সংবাদে বলা হয়, বাংলাদেশ ও মায়ানমারের মধ্যে পররাস্ট্র সচিব পর্যায়ের অস্টম বৈঠক অনুষ্ঠিত হচ্ছে রোবাবার।  দুদেশের মধ্যে সীমান্ত ও রোহিংগা ইস্যু নিয়ে আলোচনা হবে এ বৈঠকে। এতে মায়ানমারের পররাস্ট্র মন্ত্রী উ থান্ট কিয়াওয়ের এ বৈঠক উপলক্ষে গত বৃহস্পতিবার সাত সাত সদস্যের  প্রতিনিধিদল নিয়ে ঢাকা আসছেন। বাংলাদেশের পক্ষে নের্তৃত্ব দেবেন পররাস্ট্র সচিব মো: শহিদুল হক। এর আগে ২০১৩ সালে এপ্রিল মাসে দুদেশের পররাস্ট্র সচিব পর্যায়ের সপ্তম বৈঠক অনুষ্ঠিত হয় মায়ানমারের রাজধানী নেপিদোতে। রোববার পররাস্ট্র সচিব পর্যায়ের এ মিটিং এ রোহিংগা শরণাথীদের দু মাসের মধ্যে ফিরিয়ে নেওয়ার সিদ্ধান্ত হয়।

রোহিঙ্গাদের মানবাধিকার লংঘন:-

জীবনের প্রথম থেকেই বিভিন্ন পর্যায়ে সকল কালের, সকল দেশের, সকল মানুষের নুন্যতম সর্বজন স্বীকৃত ও সংরক্ষিত অধিকারের নামই মানবাধিকার। বাংলাদেশের সচেতন জনগোষ্ঠী কি দৃস্টিভঙ্গি পোষণ করেন সে লক্ষেই  এ প্রশ্ন; জাতিসংগের আন্তর্জাতিক মানবাধিকার সনদ অনুযায়ী রাস্ট্রের প্রত্যেক নাগরিকের মুন্যতম মৌলিক চাহিদা পুরণের অধিকার রয়েছে: রোহিঙ্গারা নিজ দেশ থেকে বিতাড়িত হবার ফলে সে অধিকার কি লংঘিত হচ্ছেনা?

মিয়ানমার সরকার  যা করছে তা অবশ্যই মানবাধিকারের চরম লংঘন। মিয়ানমার সরকারের সবকিছু বাদ দিয়ে যদি শুধুমাত্র ১৯৮২ সালের নাগরিকত্ব আইনের মাধ্যমে রোহিঙ্গাদের সাথে যে আচরণ করছে এটুকু পর্যালোচনা করা যায়, তা হলেই মানবাধিকার লংঘনের প্রমাণের জন্য তা যথেস্ট। বাড়ীর কাছের রোহিঙ্গা শরণার্থীদের নিয়ে কথা বলা, চিন্তা করার সময় যেন আর কারো নেই। কেউ হয়তো বলেন রোহিঙ্গাদের বিষয়টি তাদের ঘরোয়া এবং বিচ্ছিন্ন ব্যাপার। দক্ষিন আফ্রিকার কালো মানুষ ওপর অত্যাচার ও নির্যাতন নিয়ে যতটুকু ভাবা হয় তার চেয়ে কম চিন্তা করা হয় আরাকানের মুসলিম নিধন নিয়ে। ঐতিহাসিক প্রেক্ষাপটে দেখতে গেলে রেহিঙ্গা সমস্যা ফিলিস্তিন সমস্যার চাইতেও পুরাতন।

আকিয়াবের মিথিকা নামক প্রদেশে বার্মার বৌদ্ধ ‘সন্যাসী’ ও মিয়ানমারের নিরাপত্তাবাহিনী যোগসাজশে যে হত্যাযজ্ঞ চালিয়েছে তা ফিলিস্তিনেও বিরল। কিভাবে একটির পর একটি ঘরবাড়ী জ্বালিয়ে , মানুষকে টুকরো টুকরো করে কেটে হাত পা আলাদা করে জনসমক্ষে রাখা হয়েছে যা হিটলারের ইহুদী নির্যাতনকেও হার মানায়। শত শত রোহিংগার লাশ নদীর পানিতে ভাসতে ভাসতে পচে গলে গেছে তার কোন হদিশ নাই। ইনটারনেটে সেটেলাইট থেকে নেওয়া মিথিকা শহরের ছবি দেখলে এই নির্যাতনের ভয়াবহতা স্পস্ট বোঝা যায়।

 দক্ষিণ এশিয়ার মুসলিম অধ্যুষিত আরাকানরাজ্য প্রাচীন হলেও মুসমিবিশ্বে তার প্রচারণা নেই বললেই চলে। মালয়েশিয়া, ইন্দোনেশিয়া ও ব্রুনাই এসব মুসলিম দেশগুলোও আরাকান থেকে দূরে অবস্থিত বিধায় তারাও সম্ভবত: রোহিঙ্গা প্রশ্নে অতটা ওয়াকিফহাল নয়। কোন দেশের সংখ্যালঘু সম্প্রদায়কে ন্যায্য নাগরিক অধিকার থেকে বঞ্চিত করা জাতিসংঘের মানবাধিকার সনদের সম্পুর্ণ পরিপন্থী। বাংলাদেশে যে লক্ষ লক্ষ মিয়ানমারের মুসলমান উদ্বাস্ত হিসেবে প্রবেশ করছে তারা মিয়ানমারের বেসামরিক নাগরিক। এ সাধারন মানুষগুলো বিদ্রোহী কিংবা গেরিলাও নয়। ককসবাজার ও চট্টগ্রামের বিভিন্ন স্থানে তারা মানবেতর জীবন যাপন করছে। মজলুম রোহিঙ্গাদের সম্মানের সাথে নিজ দেশে পুনর্বাসন এবং তাদের অধিকার ও নিরাপত্তা ব্যাবস্থা নিশ্চিতকরন কেবল রাস্ট্রীয় কর্তব্য নয়, মানবিক দায়িত্বও বটে। এ দায়িত্ব যেমন বাংলাদেগের তেমনি ইসলামি বিশ্বের মুসলিম উম্মার এবং আন্তর্জাতিক বিশ্ব সংস্থার।

অতিসত্বর শরণার্থী শিবিরে আশ্রিত শরণার্থীদের প্রত্যাবাসন, মিয়ানমারকে রোহিঙ্গা নির্যাতন থেকে বিরতকরণ ও আরাকান থেকে রোহিঙ্গা অনুপ্রবেশ বন্ধকরণের জন্য আন্তর্জাতিক বিশ্বের সহযোগিতা আরো  জোরদার করা দরকার এবং বাংলাদেশ সরকারকে এক্ষেত্রে আরো জোরালো ভুমিকা রাখতে হবে।

রোহিঙ্গা সমস্যার স্থায়ী সমাধানে নিম্নোক্ত প্রস্তাবনা পেশ করা যেতে পারে:-

১.         রক্তক্ষয় ও ধ্বংসযজ্ঞ এড়িয়ে শান্তিপুর্ণভাবে মিয়ানমারের সাথে দ্বি-পাক্ষিক আলোচনা চালিয়ে যেতে হবে।

২.         গণতান্তিক প্রক্রিয়ায় পুর্ব তিমুরের মতো জাতিসংঘের তত্বাবধানে রোহিঙ্গাদের চাহিদা ও মাতামত যাচাই করার জন্য আরাকানে গণভোট গ্রহন করা যেতে পারে।এক্ষেত্রে আন্তর্জাতিক কনভেনশান অনুযায়ী মুসলিম দেশগুলো যদি বিষয়টি জাতিসংঘের সাধারন পরিষদে উত্থাপন করে, তাহলে বিষয়টি জাতিসংঘ উপেক্ষা করতে পারবে না। এক্ষেত্রে বাংলাদেশকেই অগ্রনী ভুমিকা পালন করতে হবে।

৩.        রোহিঙ্গা সমস্যা স্থায়ী সমাধানের লক্ষ্যে সীমান্ত অঞ্চলে আর্থ সামাজিক অবস্থা, শিক্ষা দীক্ষায় অনগ্রসরতার কথা ১৯৯৩ সালের সেপ্টেম্বর মাসে জাতিসংঘের এক পর্যালোচনা থেকে জানা যায়। তাই এ সমস্যার আশু সমাধানের লক্ষে এতদঅঞ্চলে নির্যাতন বন্ধকরে বিভিন্ন উন্নয়ন কর্মসুচি ,নাগরিক অধিকার নিশ্চিত করে কৃষি, স্বাস্থ্য ও শিক্ষার প্রতি আরো অধিক গুরুত্ব দেওয়া জরুরী।

৪.         জাতিসংঘের পক্ষ থেকে মিয়ানমারে পর্যবেক্ষক পাঠিয়ে সঠিক অবস্থা অবগত হয়ে কঠোরভাবে কুটনৈতিক চাপ সৃস্টি করে রোহিঙ্গাদের মানবাধিকারের বিষয়টিতে জাতিসংঘের সরাসরি হস্তক্ষেপ করা প্রয়োজন। এক্ষেত্রে ও . আই . সি (OIC) মুসলিম দেশগুলো গুরুত্বপুর্ণ ভুমিকা পালন করতে পারে।

৫.         রোহিঙ্গাদের ক্রমশ: স্বনির্ভরতা অর্জন করে ভেদাভেদ ভুলে ঐক্যবব্ধভাবে পরিকল্পনা গ্রহন করে শক্তি সঞ্চয় করে অহিংস সংগামে ঝাপিয়ে পড়তে হবে। এক্ষেত্রে মুসলিম বিশ্ব, ও.আই. সি সহ সবাইকে এগিয়ে আসতে হবে। প্রবাসী রোহিঙ্গাদের সংগঠিত হয়ে নিজ নিজ দেশের সরকার প্রধানদের দৃষ্টি আকর্ষন করতে হবে।

৬.        রোহিঙ্গাদের নতুন প্রজন্মকে শিক্ষা দীক্ষায় পারদর্শী করে তুলতে হবে।

৭.        রোহিঙ্গা নেতৃবৃন্দ এবং মুসলিম দেশসমুহকে সম্মিলিতভাবে জাতিসংঘের আন্তর্জাতিক সংস্থা ও মানবাধিকার সংগঠনসমুহের সমর্থন আদায়ের জন্য জোর প্রচেস্টা চালাতে হবে।

৮.        রোহিঙ্গাদের তালিকা করে তা সরকারের সংশ্লিষ্ট দপ্তরে সংরক্ষণ করতে হবে। এতে বুঝা যাবে বাংলাদেশে কত রোহিঙ্গা রয়েছে। মিয়ানমার সরকারে যদি পরিবর্তন আসে তাহলে তালিকা ধরে রোহিঙ্গাদের ফেরত পাঠাতে সুবিধা হবে। তালিকা করতে রোহিঙ্গা নেতাদের সম্পৃক্ত করা যেতে পারে।

৯.        যতদিন  রোহিংগারা ন্যায্য অধিকার নিয়ে স্বদেশে ফিরে যেতে না পারছে ততদিন যাতে তারা নিজেদের রুজী-রুটির সংস্থান নিজেরাই করতে পারে, সন্তানদের উচ্চ শিক্ষা দিতে পারে, দেশ-বিদেশে যাতায়াত করতে পারে - তার জন্য তাদেরকে প্রয়োজনীয় রেজিস্ট্রেশন, আইডি  কার্ড, ট্রাভেল ডকুমেন্ট দিতে হবে।
